why does wind breaker season 2 have fewer episodes than season 1

season 1 of wind breaker was 13 episodes but i just checked the season 2 schedule and its only getting 12, which felt like a weirdly specific number to cut down to. is that just how the source material split for this arc or is something else going on with the production this time
