It's not the full arc, just half of it. Season 3 (Shimetsu Kaiyuu) was always structured as two 12-episode cours covering the Culling Game - part 1 wrapped March 27 with an extended finale, and part 2 got announced basically the second the credits rolled.
MAPPA's done this exact split before, Shibuya had a similarly staggered rollout, and honestly it tracks with how dense the source material is here - trying to cram the whole Culling Game into one 12-episode block would mean gutting a ton of the fight choreography and character work just to hit runtime. AND here's the bigger thing: it's not being called Season 3 Part 2, it's officially Season 4: The Culling Game Part 2. So the naming actually changed from whatever was originally planned! Small distinction but if you go looking for "season 3 part 2" news later you might come up empty because everything's branded under the Season 4 title instead.
Doesn't change the reasoning for why part 1 stopped at 12 eps though, that part's right — cramming the whole Culling Game arc into one cour would've butchered the pacing on a genuinely dense stretch of the manga, and MAPPA's done the same two-cour-with-a-gap thing before with Shibuya, so it's a known pattern for this production team specifically.
